Once again, the Trouble I see assumes that the "City" has to supply jobs, benefits and entertainment to its residents.   Oddly enough that is not it's job.

If it is not their job why do we have a public safety director and a re-entry specialist? And please explain to me what the city is for and if it is not their job then why are people being arrested and investigated?

The city has commitments to provide safety and regulation.  Part of this is to provide programs to try and cut down crime ( re entry specialist) and Oakland has better programs than most other cities. You want to excuse and glorify the crime that exists here.  The rest of us want it to stop and we don't care if it stops by putting thugs in jail or by them CHANGING their ways.  I prefer that criminals become productive members of society, but if they don't want to, jail works.  People are generally arrested and  investigated for crimes.

Why do I keep banging by head against the same wall?  Trouble, listen please, ernie does not want to go to 10th and Adeline because that would be a change for the worse.  Frankly, doing the wrong thing is easier than doing the right thing.  If you want him to accept your challenge then make it a fair one.  Have him go to a place where the drug dealers look like him so he can be accepted.  I'm guessing ernie, as well as I, would do just fine selling our wares to the desparately addicted.  There may be the occasional gun fight, but since we would be carrying guns illegally it would be a fair fight.  The point is, that is absurd because we do not need prove our ability to handle our business, we already have and that is why we are gainfully employed.  As for your disadvantaged youths, they are the ones who want something (Job, legitimacy, home, whatever) and it is they who have to do the hard work (ernie and I already did by not taking the easy way out.)  Please explain to your youth that they will have to deal with that and move on if they expect to succeed.

Jif has a good point. I spent YEARS working in construction for not much money, long hours, dangerous jobs, difficult and harsh circumstances ( asbestos, lack of safety equipment, toxic chemicals, all the stuff that wins lawsuits today).  I was the guy at the bottom who got the crap and cruddy jobs and lip.    Eventually I worked my way up and started my own business.  Eventually was many years.  I never had a program, grant, or counselor. I lived in crappy housing in slum areas like Hunter's Point.  I minded my own business and worked to get ahead.  I spent years driving old cars, no girl friend (could not afford one) and and wearing old clothes. I don't anymore. It sure did not come overnight, in a week, or in one or two years. Try twenty years to start making good money. Unfortunately that is 19 years and 11 months too long for the youth of today who expect a high paying job, no responsibility and bling bling.  For being there.
