As a first guess the currents are extremely strong in the bay, and the day it happened all the runoff from the big storm probably made the currents stronger than any other day of the year. If you've fished or had the unfortunate luck to be carried away by a bay current you would know, even a 1000 pound fishing line will break with just a small weight on it in those currents, and thats on a normal day.
