Another Homicide , one by one , How many next time? only one! Oakland is dumbed down to accept these killings.
You don't have to accept this, other cities your size and larger don't come close to your records.
Many of these killing are gang caused, We use the RICO and the Income tax avoidance excuse to get at the mobs, you'd think that an approach like that could make a large dent in the Oakland problem. They couldn't get the Mob by regular means so they devised RICO couldn't a similar approach be initiated, that if a Gang member kills someone then why couldn't the entire gang membership be rounded up as a accessory to the act, just as they can charge someone that is driving a car and a crime is committed, the driver can be charged. If that wouldn't pass then come up with a statute that would work similar to Rico, etc. and at least put these gang members through the wringer and cause them some trouble when a gang member does the crime. The authorities would also know who the members are and when they are arraigned the first time give them all at least probation, so the second time you could act.
Some new approach has to be taken, the status-quo is NOT acceptable !
